5. Never charged or convicted of a felony
6. Never charged or convicted of a misdemeanor, involving moral turpitude
7. No excessive use of alcohol and zero use while on duty
8. Pass a background check
9. No restrictions as to race, color or creed
10. Approved by the board of directors
